Interesting old Benelux edition

Here's something curious: there's a Holland und Belgien 6 (1858) available on eBay - that is, I was under the impression that its title should be Holland und Belgien, but the picture clearly shows the title as Belgien und Holland - which I thought didn't come until the 7th edition. Is this a variant or am I wrong about the edition name?

1858 was a slightly confused year at the Baedeker firm, I think, with a couple of editions withdrawn from publication (e.g. D099), even though the edition numbers were kept, causing all sorts of confusion for latter-day collectors...
